Location:
The Niechorze-Płoty gas pipeline was built in the Zachodniopomorskie Voivodeship and run along the following route:
  • pipeline section from the first weld connecting the offshore gas pipeline with the onshore gas pipeline to and including the Niechorze Valve Station (length of approx. 90 m),
  • DN 900 pipeline section from the Niechorze Valve Station to the Receiving Terminal in Konarzewo, municipalities of Rewal, Karnice (length approx. 4.5 km),
  • Receiving Terminal in Konarzewo,
  • the DN 1000 pipeline section from the Receiving Terminal to the Płoty Transmission Network Point, municipalities of Karnice, Trzebiatów, Gryfice, Płoty (length approx. 36.5 km), together with the reconstruction of the Płoty Point.

Benefits

The construction of a gas pipeline connecting the offshore gas pipeline, through the receiving terminal, with the National Transmission System ensure the off-take of gas from Norway and make bi-directional gas transmission technically possible, offering the capacity of  10 bcm/year from Norway to Poland and 3 bcm/year from Poland to Denmark. The investment contribute to capacity optimisation in the Polish transmission system and constitute an important link of the North-South Gas Corridor in Europe.

Furthermore, the completion of the Baltic Pipe, of which this project makes part, strengthen Poland’s energy security. The construction of new transmission infrastructure will also stimulate the development of the gas market and its competitiveness.

The municipalities where the project was implemented will get a substantial benefit in the form of revenue from the property tax to be paid annually by GAZ-SYSTEM.

EU co-financing

The Baltic Pipe Project, of which the construction of the gas pipeline connecting the offshore pipeline with the National Transmission System makes part, is co-financed by the European Union under the Connecting Europe Facility (CEF).

Project of Common Interest (PCI)

The European Commission has granted the PCI (Project of Common Interest) status to the project. More information on the significance of the PCI status for the development of gas transmission infrastructure can be found in the  dedicated section on PCI projects.

Administrative decisions

Environmental consultations
On February 8, 2019, the Regional Director for Environmental Protection in Szczecin announced the initiation of proceedings to issue a decision on environmental conditions for the development of “Investment into infrastructure required for the operation of the international gas pipeline (known as Baltic Pipe) connecting the transmission systems of the Republic of Poland and the Kingdom of Denmark – the onshore part.

On March 6, 2019, the Regional Director for Environmental Protection in Szczecin published a notice on the initiation of proceedings in respect of an environmental impact assessment for the project named “Investment into infrastructure required for the operation of the international gas pipeline (known as Baltic Pipe) connecting the transmission systems of the Republic of Poland and the Kingdom of Denmark- the onshore part”, as part of the proceedings aimed at issuing a decision on environmental conditions for the development of the above-mentioned project.

Environmental decision
On May 17, 2019, the Regional Director of Environmental Protection in Szczecin issued a decision on environmental conditions for the project executed by GAZ-SYSTEM named “An investment project constituting infrastructure required for the operation of international gas pipeline (known as Baltic Pipe) connecting the transmission systems of the Republic of Poland and the Kingdom of Denmark – the onshore part”.

Location decision
On June 21, 2019, the Zachodniopomorski Voivode signed a decision on the location for the “Construction of infrastructure required for the operation of the international gas pipeline (known as Baltic Pipe) connecting the transmission systems of the Republic of Poland and the Kingdom of Denmark”. The project will consist of the engineering design, construction and operation of a DN1000 gas pipeline from the Płoty Network Point to the Goleniów Compressor Station, together with the upgrading of the Płoty Network Point.

The process of obtaining location decisions continued between June and September 2019 and ultimately led to the issuance of three separate decisions for the following sections: Niechorze – Płoty, Płoty – Goleniów and Wilczkowo Block Valve Station. All three decisions are final.

Building permit
On February 4, 2020, the Zachodniopomorski Voivode issued two decisions granting building permits for the gas pipeline connecting the offshore gas pipeline with the national transmission, concerning the following scopes:

On March 19 and 20, 2020, the Zachodniopomorski Voivode issued the last two decisions granting building permits for the gas pipeline connecting the offshore gas pipeline with the national transmission, concerning the following scopes:

Public consultations

In 2018 and 2019, GAZ-SYSTEM held a series of consultation meetings in 8 municipalities where the gas pipelines connecting the off-shore pipeline with the National Transmission System gas pipeline pipelines were planned. The meetings were open to all interested parties. During the meetings, stakeholders were able to provide feedback and requests concerning the project to the Investor at the design stage, also before the application for the environmental decision was submitted.
