Budowa gazociągu
The project involves the construction of a high-pressure gas pipeline along the route from Rembelszczyzna to Mory in the Mazowieckie Province, in the districts of Legionowo, West Warsaw and Warsaw, across the municipalities of Nieporęt, Jabłonna, Warsaw (districts of: Białołęka, Bielany, Bemowo), Łomianki, Stare Babice, and Ożarów Mazowiecki. The investment project is of strategic nature.

Project status:
In the first half of 2023, the pipeline design engineering was completed, and the construction phase commenced, comprising the following tasks:
  • geodetic delineation of the route and archaeological and sapper investigation,
  • removal of vegetation and removal of humus layer,
  • pipe laying and trenching,
  • gas pipeline laying in the trench and testing,
  • restoration of the site to its original condition,
  • gas pipeline route marking,
  • technical acceptance and commissioning,
  • project completion scheduled for 2025
 
The beneficiaries of the project include natural gas recipients in the Warsaw municipal area. Once implemented, the project will provide better access to natural gas for both industrial customers and distribution centres, taking into account the growing municipal demand from households in Warsaw and neighbouring municipalities along the route of the gas pipeline.

Project objective(s)
The construction of the Warsaw Pipe is a public purpose investment project conceived to bolster the energy security of Warsaw. The possibility of connecting new consumers such as combined heat and power plants and heating plants to the gas network will translate into  increased electricity and heat generation capacity of the capital city. The new gas pipeline will ensure long-term security of gas supply, taking into account both current needs and the anticipated growth in municipal demand for gaseous fuel in Warsaw. The new gas pipeline will also increase the security of supply and improve the operating conditions of the entire transmission network. The construction of the Warsaw Pipe will also enable further development of district heating system which is the best solution for combating urban smog.

The project, called “Construction of the Rembelszczyzna-Mory gas pipeline,” is covered by funding under the European Funds for Infrastructure, Climate and Environment 2021-2027 program.

Benefits

The implementation of the project will bring about the following benefits:
  • Improved security and continuity of gas supply to distribution operators and individual customers connected to the network to accommodate growing demand of municipal and household users,
  • Development of the Warsaw area, secure gas supply to consumers and the possibility of connecting new gas consumers to the transmission system,
  • Reduced load on the existing gas pipelines supplying the Warsaw area, which will have a significant impact on operational safety and creating additional supply options,
  • Flexible operation of the transmission system in case of disruptions or complete interruption of gas supply from the east,
  • Safe operation of the network component with long-term good prospects (the urbanisation of the Warsaw region requires forward-looking action).

Administrative decisions

Environmental decision: 
  • December 31, 2019. The Regional Director of Environmental Protection in Warsaw has issued a decision for the project entitled: Construction of the DN700 MOP 8.4MPa gas pipeline Rembelszczyzna - Mory as part of the investment "Construction of the Rembelszczyzna - Mory - Wola Karczewska gas pipeline along with the infrastructure necessary for its service in the Mazowieckie province (sign: WOOŚ-II.420.52.2019.MP.21).
Location decision: 
  • May 8, 2020. The Mazovian Voivode issued a decision on establishing the location of the investment accompanying terminal investments for the project entitled: construction of the DN700 MOP 8.4 MPa Rembelszczyzna - Mory gas pipeline as part of the investment "construction of the Rembelszczyzna Mory - Wola Karczewska gas pipeline along with the infrastructure necessary for its service in the Mazovian province" (No. 41/SPEC/2020, mark: WI-I.747.3.8.2020.JK). 
Construction permit decision:
  • August 29, 2022. The Mazovian Governor issued a decision (No. 663/SAAB/2022, sign: (WI-I.7840.8.6.2021.RR/AC) approving the construction project and granting a construction permit for the investment entitled: construction of the DN700 MOP 8.4 MPa Rembelszczyzna - Mory gas pipeline as part of the investment "construction of the Rembelszczyzna Mory - Wola Karczewska gas pipeline together with the infrastructure necessary for its service in the Mazovian province".

Compensation payments

Under a special act regulating gas infrastructure projects, compensation payments are guaranteed to the owners of the land affected by the project development.

The compensation payment process is carried out in accordance with an administrative procedure, under the supervision of the competent Voivode. First, an independent expert is commissioned to carry out an assessment, which is the basis for determining the amount of compensation. Upon completion of the construction process, the Voivode issues an administrative decision specifying the amount of compensation due.
