FSRU Terminal
Basic parameters and description of the project:
The purpose of the investment project is to create an infrastructure that will enable the off-take of additional volumes of liquefied natural gas delivered by sea, their subsequent regasification and delivery to the National Transmission System.
The investment involves the location of a floating FSRU (Floating Storage Regasification Unit) in the Gdańsk region, capable of capable of: LNG unloading, in-process storage and regasification of LNG,roviding additional services. as well as providing additional services. Depending on the assumptions adopted for the service delivery model, including, among others things, the assumed division of the terminal's capacity into Slots in which the regasification services or regasification services and additional services will be provided, the FSRU Terminal could be designed to provide regasification capacity at the level corresponding to about 6.1 billion m of gaseous fuel per year. In addition, at this stage it is still assumed that the regasification capacity can be increased depending on market development and growth in demand for natural gas in the country and region.
The FSRU programme was included in the list of Project of Common Interest (PCI) projects adopted on 12 February 2020 by the European Parliament. PCI projects are key infrastructure investments aimed at increasing security and competition in the European energy market.
The FSRU programme is divided into three main component projects: Business + Unit, Offshore and Onshore. This division allows work to be carried out in parallel by specialised teams, according to agreed priorities.
Business + Unit
The objective of this component is to procure an FSRU to be moored at the newly built quay in the Gulf of Gdansk, supervise its construction and acceptance, and bring the vessel to its destination. It also includes verifying the feasibility of the Programme in a commercially viable manner (financing, business and tariff model), including conducting the Open Season procedure and signing contracts with customers.
FSRU Offshore
This part of the Programme includes the design, construction and commissioning of a wharf, a transmission facility with associated systems, as well as the construction of an offshore gas pipeline of approximately 3 km, connecting the above infrastructure to the National Transmission System (NTS). There will also be a breakwater in the vicinity of the jetty, the construction of which is the responsibility of the Maritime Office in Gdynia. The Offshore Component has received EU funding for the preparatory work under the CEF (Connecting Europe Facility).

FSRU Onshore
As part of the FSRU Onshore component, it is planned to extend the NTS by about 250 km of gas pipelines (DN1000, pressure 8.4 MPa), which will enable efficient distribution of gas from the Gdansk area to customers in Poland and the region. The FSRU Onshore is divided into three projects: the Kolnik - Gdańsk gas pipeline, the Gardeja - Kolnik gas pipeline and the Gustorzyn - Gardeja gas pipeline.

The FSRU project is in line with the Polish and European policy of ensuring the stability of economic development through access to new sources of gas imports to Poland. It is also a response to the growing demand for natural gas on the domestic market and in the CEE region.
The investment will have a positive impact on the further development of efficiently functioning natural gas markets in the region and thus, by providing access to new sources of gas supply, and provide access to gas on more favourable price terms. Along with ensuring adequate diversification of gas supply sources, the attractiveness of this fuel in relation to other energy sources will increase in the energy markets, as the competition between market participants will increase.

The project is implemented on the basis of the provisions of the Act of 24 April 2009 on investments in regasification terminal for liquefied natural gas in Świnoujście (for consolidated text see Journal of Laws of 2024, item 551).

FSRU Offshore
The European Commission, as part of the Connecting Europe Facility (CEF), has awarded the LNG Gdansk project a grant for the activity titled: "Pre-investment works to obtain a construction permit for the offshore part of PCI 6.27 LNG Gdansk (PL)". The maximum amount of the awarded support is approximately €19.6 million.
The European Commission's decision to grant financial assistance to GAZ-SYSTEM for the LNG Gdansk project for the above-mentioned action was approved by EU member states on December 7, 2022. As part of the implementation of this decision, GAZ-SYSTEM signed an agreement with The European Climate, Infrastructure and Environment Executive Agency (CINEA). The funding was awarded as part of the CEF Energy grant competition launched in May 2022. The grant covers work such as seabed surveys, environmental inventories, Front End Engineering Design (FEED), construction and detailed design, and obtaining the necessary administrative decisions and permits - including a construction permit.
FSRU Onshore
GAZ-SYSTEM in June 2025 signed a loan agreement with Bank Gospodarstwa Krajowego (BGK) for PLN 2.2 billion. The loan for the construction of natural gas infrastructure is financed by The National Recovery and Resilience Plan (NRP).
The KPO funds will be used to expand Poland's strategic transmission infrastructure, which will further enhance the country's energy security and diversify gas supplies to the European Union. The loan is intended to finance the construction of the onshore part of the FSRU Programme, i.e. approximately 250 km of transmission network between Gdańsk and Gustorzyn. Upon completion, the newly built infrastructure will have a gas transmission capacity of 1,320,000 m3/h.
GAZ-SYSTEM was given the opportunity to finance the FSRU Programme from EU funds because the National Reconstruction Plan included a REPowerEU chapter, i.e. an instrument to rapidly decouple Europe from Russian fossil fuels by 2030 and accelerate the energy transition. The REPowerEU reforms are aimed, among other things, at increasing energy efficiency and eliminating barriers to RES development, which is where the project to build the onshore part of the FSRU fits in.

The program was implemented on the fifth project list of the implementation of the European Union recognition point (the so-called PCI list, Projects of Common Interest), published in November 2021 as part of the priority corridor:
