Correction Notice
We hereby inform you of an obvious clerical error in clause 4.4 of the Slot Sharing Agreement. Consequently, GAZ-SYSTEM publishes a corrected version of the document.
The amendment introduced to clause 4.4 of the Agreement is indicated below:
4.4. In order to fulfil the lending obligation referred to in point 4.3, each TerminalFSRU User undertakes towards other TerminalFSRU Users to deliver to the TerminalFSRU Cargoes of not less than 777 919 200 (1 166 878 800 ) kWh of Gaseous Fuel (corresponding to a Cargo of approximately 120,000 m3 LNG) in each Slot allocated thereto it in the adopted Framework Schedule of Calls

GAZ-SYSTEM is launching registration of entities interested in participating in the Open Season procedure aimed at increasing the regasification capacity of the FSRU terminal in the Gulf of Gdańsk.
GAZ-SYSTEM decided to launch the FSRU 2 Open Season procedure following the conclusions based on the results of the non-binding survey to identify the demand for additional regasification capacity of the FSRU Terminal in the Gulf of Gdańsk conducted in September 2025, which confirmed the interest of market participants in increasing the regasification capacity of the FSRU Terminal, as well as gas exports in the region.
The project under the FSRU 2 Open Season procedure assumes locating the second floating unit for offloading, in-process storage and regasification of LNG in the vicinity of FSRU 1 in Gdańsk area. The FSRU 2 terminal is to be designed to provide regasification of 4.5 bcm of gaseous fuel per year.
In order to ensure transparent and non-discriminatory process of the FSRU 2 Open Season procedure, in the period from 24 December 2025 to 28 January 2026, GAZ-SYSTEM organised market consultation concerning the documents regulating the FSRU 2 Open Season procedure - the General Implementation Conditions of the FSRU 2 Project along with appendices. A summary of the market consultations is available in the press release.
The final documentation for the Open Season procedure considers the comments received during the consultation process and raised at meetings and workshops with market participants.
The objective of the binding FSRU 2 Open Season Procedure is the confirmation of market participants’ interest in the increased regasification capacity of the FSRU Terminal by placing long-term orders for the FSRU regasification services that would justify the implementation of the project by GAZ-SYSTEM. Following the receipt of binding Offers from market participants, GAZ-SYSTEM will evaluate whether the total scope of Regasification Services requested in the Offers is sufficient to proceed with implementation of the FSRU 2 project.
In order to participate in the Procedure, the party interested shall be registered as a Participant by GAZ-SYSTEM S.A. under Registration phase, following the submission of a correctly completed and complete Registration Form, a template of which is provided in Appendix 1 to the General Implementation Conditions and available under the Documents for Download link below.
The entities interested in participating in the FSRU 2 Open Season procedure are requested to submit their registration documents by 17 April 2026, 17:00 (CEST), to:

FSRU 2 OPEN SEASON TIMELINE
- Consultations. Completed on 28 January 2026
- Launching Open Season (single binding Phase). 20 March 2026.
- Registration. Atnicipated timing: Four (4) weeks following the launch of the Procedure.
- Offer submission deadline. Atnicipated timing:Four (4) weeks following the end of Registration.
- Announcement of allocation results. Atnicipated timing: Two (2) weeks following the end of the Offer submission deadline.
- Signing of the Regasification Agreements, Regasification Orders and the Slot Sharing Agreement by the Participants. Atnicipated timing: Ten (10) Business Days following the receipt of the Regasification Agreement, the Regasification Order and the Slot Sharing Agreement from GAZ-SYSTEM S.A.
At the same time, GAZ-SYSTEM informs that additional changes and adjustments have been introduced to the FSRU 2 Open Season documentation compared to the versions published following the market consultations. The amendments have been implemented in the following documents:
- Open Season FSRU 2 – General Implementation Conditions, in points 9.11, 12.3, and 17.11 Appendix 3c – Regasification Order, in point 4.3.
- Appendix 8 – Slot Sharing Agreement, in the definition section, and in points 6.4, 9.8, 9.28, 9.30 (new 9.29), and 10.2.

GAZ-SYSTEM S.A. has completed the market consultations of the documentation for the Open Season procedure concerning the FSRU 2 Terminal and hereby presents a summary of the dialogue conducted with market participants together with an updated set of documents reflecting the comments received.
The consultation process conducted at the turn of 2025/2026 attracted significant interest from market participants, who actively engaged in the dialogue with GAZ-SYSTEM S.A. and submitted numerous comments and proposals regarding the principles for offering regasification services at the FSRU 2 Terminal.
All comments received from the market were carefully analysed and a significant portion of the submitted proposals has been incorporated into the final documentation governing the Open Season procedure. The introduced amendments aim to further enhance the transparency of the procedure, increase the flexibility of the offer and better align it with the needs of market participants, while ensuring compliance with the applicable regulatory framework and the technical conditions of the project.
Among the most significant changes introduced in the FSRU 2 Open Season documentation are the following:
Change of the Regasification Services Start Date
The planned commencement date for the provision of regasification services under the FSRU 2 project has been postponed to 1 January 2030 (instead of the originally assumed 1 July 2029). This change addresses the expectations expressed by market participants, who indicated the need to provide equal conditions in the capacity allocation process for offers submitted for a 15-year period. The consultations demonstrated that a significant number of potential terminal users are interested in booking regasification capacity precisely under a 15-year arrangement starting as of 2030. The adopted solution enables the provision of services to commence at the beginning of a full Gas Year, facilitates long-term contract planning and ensures more transparent rules for capacity allocation throughout the entire service period.
At the same time, in the event that the infrastructure becomes operational earlier, GAZ-SYSTEM S.A. reserves the possibility to offer available Slots in 2029, of which market participants will be informed in due course.
Amendments to the Slot Sharing Agreement
Taking into account a number of comments submitted during the consultation process, the principles governing the Slot Sharing concept have been further clarified. In particular:
the rules governing the recalculation of participation shares have been specified, additional obligations have been introduced with respect to the settlement of differences in LNG quantities lent between FSRU Terminal Users, and detailed rules have been established for the financial security required to cover potential claims arising from the Slot Sharing mechanism.
Furthermore, additional provisions have been introduced in the Slot Sharing Agreement specifying the term of the agreement and the conditions for new FSRU Terminal Users joining the agreement.
The Operator emphasizes that the draft Slot Sharing Agreement and the draft bank guarantee template published together with this announcement may be subject to further changes in order to simplify the guarantee claim process.
Amendments to Contractual Provisions
The provisions concerning the right to terminate the Regasification Order have been clarified and the period entitling a Terminal User to terminate the agreement in the event of project delay has been significantly shortened from 4 years to 2 years.
Final Investment Decision (FID)
As a result of the dialogue with the market, the deadline for taking the Final Investment Decision (FID) has also been shortened. According to the updated assumptions, the FID will be taken no later than 31 July 2026, instead of the previously assumed 31 December 2026.
The purpose of this change is to confirm the implementation of the project as soon as possible and to provide market participants with greater predictability regarding the investment schedule. The Operator intends to further shorten this period to the maximum extent possible, taking into account project-related, contractual and preparatory conditions related to the implementation of the FSRU 2 project.
Simplification of Formal and Financial Requirements
- In response to market feedback the minimum booking level has been reduced from 7 to 4 Slots,
- an exemption from the obligation to provide financial security has been introduced for entities holding an appropriate rating,
- it has been clarified that the security requirements set out in the General Terms and Conditions will apply only to new Terminal Users entering into agreements after the completion of the Open Season procedure.
Change to the Maximum Delay Period
The maximum permissible delay period on GAZ-SYSTEM’s side in launching the services has been reduced to 12 months.
Right to Withdraw the Offer in Case of Low Subscription Level
GAZ-SYSTEM S.A. will continue the implementation of the FSRU 2 project provided that the total level of Regasification Services covered by the offers submitted by participants reaches at least 50% of all available Slots over the entire service period. If this threshold is met, the participants to whom Slots have been allocated will be required to conclude the relevant Regasification Agreements.
However, if the level of allocated services is lower than the required threshold and GAZ-SYSTEM S.A. decides to continue the implementation of FSRU 2, the participants will be entitled to withdraw their submitted offers and refrain from concluding the Regasification Agreements and the Slot Sharing Agreement.
Enhancing Transparency of the Registration Procedure
It should be noted that the Open Season documentation constitutes a set of documents under which the Operator is not authorised to impose or enforce individual obligations exceeding the applicable regulatory framework and the principles governing the provision of services to users of the transmission or regasification system. Individual requirements raised by particular market participants in this respect cannot therefore constitute a basis for introducing analogous obligations on the part of the Operator. At the same time, it should be emphasised that the requirements resulting from regulations concerning anti-money laundering and counter-terrorist financing should not affect the multilateral cooperation implemented within the FSRU project nor constitute grounds for limiting or discontinuing the use of services provided at the terminal for which the Operator is responsible. Nevertheless, within the registration process additional verification elements related to KYC (Know Your Customer) and AML (Anti-Money Laundering) requirements have been introduced. These measures – within the limits of applicable regulations – aim to ensure the security and transparency of cooperation while maintaining the open nature of the project for market participants.
Technical Parameters of FSRU 2
The provisions concerning potential changes to the technical parameters of the services offered at the FSRU Terminal have been further clarified, including the circumstances in which GAZ-SYSTEM S.A. may decide to modify/adjust Slot parameters.
In response to the comments submitted during the consultation process, the Operator has withdrawn the possibility of reducing the number of available Slots following the verification of the final technical parameters of the terminal after completion of the investment process. Any potential adjustment may apply only to the Contracted Capacity assigned to the Slots. Under the revised provisions, the Operator – due to the technical parameters of the FSRU Terminal, in particular the results of the final equipment tests conducted after completion of the investment process – reserves the right to unilaterally reduce the Contracted Capacity available within the Slots by no more than 5%, while the number of Slots will remain unchanged.
Furthermore, potential changes to Slot parameters, as well as the possible allocation of a higher number of Slots than initially assumed in the Open Season procedure, have been described in detail in the General Implementation Conditions in a clear and transparent manner.
Schedule of the Open Season Procedure
The launch of the Open Season procedure is planned for the second half of March 2026. In line with market expectations, the total period allocated for registration and submission of offers has been extended to eight weeks, while the allocation phase has been shortened to two weeks.
The Operator emphasizes that the high level of interest in the FSRU 2 project and the active participation of market stakeholders in the consultation process confirm the importance of the planned infrastructure for the further development of the gas market and for strengthening the energy security of the region.
The final documentation of the Open Season procedure, reflecting the comments received and the amendments introduced, will be published together with the launch of the binding phase of the procedure.

The Nordic-Baltic Hydrogen Corridor launches Call for Interest to help shape a cross-border hydrogen pipeline (22.01.2026)
We invite all interested stakeholders to participate in our non-binding Call for Interest. The purpose is to map market needs for cross-border hydrogen transmission infrastructure and to collect indicative, non-binding signals that inform routing and corridor design.
