Call for Interest in Increasing Regasification Capacity at the FSRU Terminal

GAZ-SYSTEM is initiating a dialogue with gas market participants to verify their interest in increased regasification capacity at the FSRU Terminal.  Confirmation of the demand for additional LNG regasification capacity would provide basis for initiating the Open Season procedure.

GAZ-SYSTEM is currently building a FSRU Terminal in the Gdańsk area, designed to allow the supply of up to 6.1 bcma of natural gas from LNG  regasification. This investment project represents an important contribution to the energy security of Poland. All of the necessary construction works have already commenced and the FSRU Terminal is scheduled for commissioning in 2028. 

In June 2025, the European Commission published a legislative proposal for a regulation to implement mechanisms facilitating complete cessation of natural gas imports from the Russian Federation. The published proposal is a further step towards ending the European Union's dependence on Russian energy resources. The redirection of gas import routes and further development of LNG infrastructure are opening up new opportunities for the Member States. Therefore, an increasing number of European undertakings are expressing their interest in gaining access to LNG supplies provided from the territory of Poland.

In consideration of the above, GAZ-SYSTEM is resuming works to analyse market demand for increased regasification capacity at the FSRU Terminal in Gdańsk to be achieved by installing additional equipment at the jetty and mooring the second FSRU (FSRU 2) in Gdańsk, capable of LNG unloading, in-process storage and regasification. 

Under the non-binding “Call for interest in increasing regasification capacity at the FSRU Terminal”, market participants will have the opportunity to voice their interest in booking regasification services made available after FSRU 2 commissioning and to indicate market-oriented determinants that will help define the terms and conditions for the binding Open Season procedure to be launched, including:

  1. expected latest possible date for starting the provision of regasification services on board FSRU 2;
  2. declared level of regasification capacity for each year of the service provision;
  3. duration of the contract for the provision of regasification services;
  4. acceptable model for the provision of the services on FSRU 2;
  5. nformation whether the participants plan to use the Terminal’s additional capacity made available after commissioning of FSRU 2 to satisfy domestic demand or for transit and, if interconnectors are to be used, in which directions (Lithuania, Ukraine, Slovakia, Czech Republic, Denmark, Germany, other);
  6. any relevant additional conditions regarding access to FSRU 2.

The above information will allow defining the model of providing services on board FSRU 2 and indicating the target regasification capacity, as well as determining indicative tariff rates.

The Open Season procedure, intended to facilitate the increase of the regasification capacity at the FSRU Terminal resulting from FSRU 2 commissioning, is planned following an analysis of submissions received from the market participants. The objective of the FSRU 2 Open Season procedure is to confirm the demand for additional regasification capacity through submission, by the interested market participants, of binding orders for regasification services at the FSRU Terminal to be made available after the commissioning of FSRU 2.
