National Ten-Year Hydrogen Transmission Network Development Plan
The National Hydrogen Transmission Network Development Plan (NTYDPH) has been drawn up by GAZ-SYSTEM for a period of 10 years pursuant to the provisions of Article 16(2) of the Energy Law.
The document sets out the directions and priorities for the development of hydrogen transmission network in Poland, as well as action plans for integration of the national infrastructure with the hydrogen architecture currently taking shape in Europe.
Therefore, the NTYDPH orchestrates various investment plans to ensure their alignment with national and EU climate and energy policies and to enhance predictability in decision-making process on the part of the market.
The plan for 2027–2036 covers three principal areas of development for the National Hydrogen Transmission Network:

The plan for 2027–2036 covers three principal areas of development for the National Hydrogen Transmission Network:
- expansion of the national hydrogen transmission network (construction of new sections, including corridors connecting major consumption centres with production sites and storage facilities),
- repurposing of the existing gas transmission infrastructure where technically feasible and economically viable,
- building cross-border interconnections and storage facilities as components contributing to market integration and enhancing the security and flexibility of the system.
The Hydrogen Network Development Plan is based on the guidelines stipulated in:
- Poland’s Energy Policy (PEP 2040);
- National Plan for Energy and Climate (KPEiK 2021–2030);
- Polish Hydrogen Strategy (PSW 2021–2040);
- The EU-wide Ten-Year Network Development Plan referred to in Article 26(3)(b) of Regulation (EU) No. 2024/1789 of the European Parliament and of the Council of 13 June 2024 on the internal markets for renewable gas, natural gas and hydrogen;
- Regulations (EU) No. 1227/2011, (EU) 2017/1938, (EU) 2019/942 and (EU) 2022/869, as amended;
- The provisions of local zoning plans and development strategies adopted in individual provinces;
- European Union policy documents on energy and climate – primarily the European Green Deal (including Fit for 55) and REPowerEU.
The Hydrogen Network Development Plan has the benefit of expertise from the following documents and studies:
- The demand forecast for hydrogen transmission services in Poland until 2050 (elaborated by GAZ-SYSTEM on the basis of a survey ‘Hydrogen Map of Poland’);
- The results of the market survey entitled ‘Hydrogen Map of Poland’ conducted in 2024.
