Pomeranian Green Hydrogen Cluster

The Pomeranian Green Hydrogen Cluster (PGHC) is a cross-border project to be implemented in north western Poland and north eastern Germany. It covers the West Pomeranian and Lubush Provinces in Poland, as well as the federal states of Mecklenburg-Vorpommern and Brandenburg in Germany.

The project is located in regions with highly favourable weather conditions for the renewable energy sector. It is planned to combine the potential of:

  • wind farms, and
  • photovoltaic (PV) farms

to produce green hydrogen on a gigawatt scale. Furthermore, the project area is highly industrialised. The plants operating there today are either already using hydrogen or it may become key for their decarbonisation.

This hydrogen transmission project is being developed by two transmission system operators:

  • GAZ-SYSTEM, and
  • GASCADE Gastransport.


The partners plan to develop cross-border transmission infrastructure that will integrate hydrogen production capacity and demand on both sides of the border.

CEF RES funding
The feasibility study of the Pomeranian Green Hydrogen Cluster received co-financing from the Connecting Europe Facility – Cross border Renewable Energy Programme (CEF RES). The beneficiaries of the support are GAZ-SYSTEM, GASCADE and PNE – a company planning to produce renewable hydrogen in north western Poland.

In 2024, the project partners submitted an application for co-financing of analytical studies:  ‘Business Analysis of the Cross-border Pomeranian Green Hydrogen Cluster’. The application was approved by the European Climate, Environment and Infrastructure Executive Agency (CINEA,) and awarded a grant of EUR 190,000 on 4 July 2024.

The activities supported by the grant involve a feasibility study for the project and an assessment of the viability and conditions for the development of a hydrogen network in the Polish-German border area, with a view to optimising the countries' efforts towards production and consumption of renewable energy.

PCI status
The Pomeranian Green Hydrogen Cluster has been included in the list of Projects of Common Interest (PCI) under the BEMIP Hydrogen initiative, aimed at developing interconnections in the Baltic states' hydrogen energy market.

Current status and further steps
The project partners are currently working on the feasibility study and analysis of the potential for green hydrogen production and developing hydrogen infrastructure in north western Poland and north eastern Germany.

The next stage will involve preparing the feasibility study and the necessary technical and economic analyses to determine the conditions for implementing the project, as well as the key parameters for the planned hydrogen infrastructure.
