GAZ-SYSTEM significantly reduces gas transmission costs and simplifies access to the system

Starting from 2027, the fee rates for gas transmission will fall considerably, and the rules for using the national transmission system will be simplified. GAZ-SYSTEM will establish a single balancing area for group E high-methane natural gas and a single joint interconnection point on the Poland-Germany border.  The changes will reduce the costs of access to the infrastructure, make billing easier and may increase the flexibility of the gas market in Poland and the region.

On 3 June 2026, the President of the Energy Regulatory Office (ERO) approved a new tariff for GAZ-SYSTEM’s transmission services, which will come into force on 1 January 2027.  The transmission fee rates will be reduced for both entry points (by 19 per cent) and exit points (by 14 per cent).  Following the merger of the balancing areas of the National Transmission System (NTS) and the Transit Gas Pipeline System (TGPS, Yamal pipeline), no fee will be charged at the interconnection points between these pipelines. This means that the cost of importing gas from Germany to Poland via the GCP1 GAZ-SYSTEM/ONTRAS point, resulting from transmission charges incurred in Poland, will fall by 19 per cent, while the cost of importing gas from Germany to Poland via the SGT will fall by 58 per cent. The cost of transit through Poland using the NTS will fall by 17 per cent, while using the TGPS and NTS – will fall by almost half (as much as 49 per cent).

- The new rules governing gas transmission are an example of measures that combine energy security with building a competitive economy. Lower costs of access to the infrastructure and simplified market rules will foster the development of gas trading and increase market participants’ activity.  This is a key element in enhancing our country’s position as a regional hub for the flow of energy resources – notes Wojciech Wrochna, Deputy Minister of Energy, Government Plenipotentiary for Strategic Energy Infrastructure.

- We have been consistently developing and integrating the national transmission infrastructure, strengthening the security of gas supply to Poland and the region’s transit potential. Today, we are capitalising on these opportunities by reducing transmission fees and simplifying the rules for using the system. The changes introduced from the beginning of 2027 will increase the system’s accessibility, improve its efficiency and strengthen Poland’s role as a transit country and a gas trading hub in this part of Europe –  notes Sławomir Hinc, Ph.D., President of GAZ-SYSTEM.

One system, simplified rules and cheaper access to the market
Currently, there are two separate balancing areas for high-methane natural gas: the National Transmission System and the transit gas pipeline system. The creation of a uniform balancing area for high-methane natural gas in Poland will significantly simplify the rules for using the transmission system and standardise transmission fee rates for all entry points into the country. Another key element of the changes is the reduction of multipliers for daily and within-day products. The practical implication is cheaper access to short-term products and greater flexibility for the market participants. 

The introduction of these changes was preceded by the approval of the ‘Reference Price Methodology for the combined natural gas entry/exit system’ by the President of the Energy Regulatory Office in March 2026. On this basis, on 3 June 2026,  at the request of GAZ-SYSTEM, the President of the Energy Regulatory Office approved a tariff with lower transmission rates for the upcoming calendar year.

One fee rate at the western border and easier billing for the market
Work is also underway on the Transmission Network Code (TNC), which will define the rules for the operation of a single balancing area. From the perspective of market participants, these changes will simplify the rules for using the transmission system and for settlements.

For gas transmission to Poland from the west, only one transmission fee will be charged (for using the point at the Polish-German border) instead of the current three rates (Mallnow TGPS entry point + PWP2 TGPS exit point + PWP NTS entry point). 

GAZ SYSTEM had already begun the process of reducing transmission costs in the previous tariff applicable to the Yamal pipeline. In 2026, transmission fee rates for the use of entry/exit points on the TGPS pipeline were reduced by over 70 per cent, which increased interest in this connection, improved its utilisation, both for domestic needs and for gas transit through Poland, and had an impact on the possibility to reduce transmission rates for 2027.

The tariff rates (reserve prices) will be in force from 1st of January 2027 from 6:00 a.m. till 1st of January 2028 until 6:00 a.m.
