Poland is advancing hydrogen market development. Two important milestones achieved
GAZ-SYSTEM has been designated as a Hydrogen Transmission Network Operator until 2036 and has finalised arrangements for the National Ten-Year Development Plan for Hydrogen Transmission Network (TYDPH). The Company has become the first Hydrogen Transmission Network Operator in the European Union to obtain a certificate of independence.
GAZ-SYSTEM’s current position in the emerging hydrogen market is fostered by decisions issued by the President of the Energy Regulatory Office:
1. Certificate of compliance with independence criteria
On 9 June 2026, the President of the Energy Regulatory Office (ERO) granted a certificate confirming GAZ-SYSTEM's compliance with independence criteria.The said decision confirms that the Company has duly implemented the applicable national and European regulations, as well as all requirements regarding organisational, legal and decision-making independence from entities engaged in the production, generation and trade of fuels and energy. These regulations aim to ensure equal access to transmission infrastructure and transparent market rules.
The European Commission and the Agency for the Cooperation of Energy Regulators (ACER) have already expressed a favourable opinion on the certification, which further confirms that the adopted model corresponds to European regulatory standards.
The submission an application for a certificate of independence was one of the conditions for the company to obtain the status of Hydrogen Transmission Network Operator by operation of law until 4 August 2026, which was subsequently extended to 4 August 2036.
2. GAZ SYSTEM certified as Hydrogen Transmission Network Operator until 2036
On 17 June 2026, by operation of law the Company became a Hydrogen Transmission Network Operator until 4 August 2036.On 7 July 2026, with the entry into force of the amending provision introduced by the Act of 11 June 2026, the term of the transitional arrangement concerning the Hydrogen Transmission Network Operator was extended from 4 August 2026 until 4 August 2036.
3. National Ten-Year Hydrogen Transmission Network Development Plan
Another important component of the certification process was the submission of the draft ‘National Ten-Year Hydrogen Transmission Network Development Plan. Development Plan to Meet Current and Future Demand for Hydrogen in 2027–2036’.The approval of the first national hydrogen transmission network development plan by the President of the Energy Regulatory Office (ERO) is a major step forward in the process of organisation and development of the state-wide hydrogen infrastructure. The adoption of the TYDPH confirms GAZ-SYSTEM’s preparedness for the role of a hydrogen infrastructure operator and demonstrates the progress made in efforts to develop hydrogen market in Poland. The document also provides a strategic framework for future investment projects and market initiatives supporting the achievement of energy transition objectives at both national and European level.
