Purchase of pipes for construction of next pipelines in Poland – domestic contractors win

Photo of the article The national transmission gas pipeline operator, GAZ-SYSTEM S.A., is finalising new procurement proceedings for delivery of pipes for construction of new pipelines covered by the investment plans of the company, anticipating further development of the national transmission network.
 
During the past 12 months, GAZ-SYSTEM initiated and conducted five executive proceedings which ended with the signature of partial agreements for the amount of more than PLN 365 million net.

Pipes ordered under the concluded contracts are connected with the construction of Lwówek-Odolanów, Czeszów-Kiełczów, Czeszów-Wierzchowice, Tworóg-Kędzierzyn and Hermanowice-Strachocina gas pipelines, which are being built within the framework of the North-South Gas Corridor.

Due to a large scope of the investment work planned until 2025 and the construction in Poland of another 2000 km of modern gas transmission pipelines, GAZ-SYSTEM, acting according to the provisions of the Public Procurement Law, adopted a formula of pipes supply on the basis of a framework agreement. This method of project implementation provides for acceleration of the investment work and an improvement of costs efficiency.
 
As a result of finalisation of the public procurement proceedings in April 2015, framework agreements were concluded with eight contractors, for pipes with the dimension of 1000 mm, and with ten contractors, for pipes with the dimension of 700 mm. More than a half of them are domestic contractors. GAZ-SYSTEM, acting as the Contracting Party, specifies what pipes and at within what deadlines should be delivered, and then, it concludes partial agreements with selected contractors, which constitutes the binding liability
and the actual entry into the pipe purchase agreement. The total amount which GAZ-SYSTEM S.A. intends to allocate for the performance of those agreements will amount to of approx. PLN 1.84 billion net.

During the next nine years, our company is planning to concentrate its activities on investments, which will provide for an increase of the capacity of the Polish natural gas transmission network and for the opening of technical possibilities for transport of gas from various sources and in various directions. The investments undertaken by us also constitute a great chance for domestic suppliers of pipes and fittings, as well as the economic development of Polish companies and the growth of their competitiveness,” emphasises Tomasz Stępień, President of the Management Board of GAZ-SYSTEM S.A.
 
So far, partial agreements have been concluded with the following contractors:
1. Consortium of companies composed of IZOSTAL S.A. and STALPROFIL S.A.
2. PFF Polska Sp. z o.o.
3. Consortium of companies composed of: UNISET Rury Stalowe – Steel Pipes Janusz Gaczyński i IMPEXRUR S.A.
4. Noksel Celik Boru Sanayi A.S.

In December 2015, GAZ-SYSTEM S.A. also ended public procurement proceedings for delivery of the fittings necessary for the fulfilment of the investment tasks of the company. A total value which GAZ-SYSTEM S.A. intends to allocate for the purchase of fittings under the aforementioned agreements will not exceed the amount of approx. PLN 87 million net.  Supervision of proper commissioning of the pipes and fittings, together with their power systems, is exercised on behalf of GAZ-SYSTEM by Bureau Veritas Polska sp. z o.o. The company was selected as a result of public procurement proceedings held in May 2015. 
“We are facing the construction of another 2000 km of modern gas transmission pipelines and ensuring access to global gas markets thanks to the effective use of the LNG Terminal at the Polish coast. We are also working on new trans-border connections. That is why investor’s deliveries form a very important element of the success of those infrastructural projects,” adds Tomasz Stępień, President of the Management Board of GAZ-SYSTEM S.A.
