Mobile equipment for forcing gas - technical dialogue
Notice of the intention to conduct technical dialogue on the preparation of a procedure concerning mobile equipment for forcing gas from / between transmission pipeline(s) of Gas Transmission Operator GAZ-SYSTEM S.A.
1. Dialogue Organiser
Gas Transmission Operator GAZ-SYSTEM S.A. having its registered office in Warsaw, at 4 Mszczonowska St.
The Organiser of the technical dialogue is a company of strategic significance for the Polish economy, and is responsible for the transmission of natural gas and the operation of the major gas pipelines in Poland. In view of the need to ensure safe operation of the transmission network facilities and secure gas deliveries to customers, our Company is required to take actions aimed at removing failures affecting transmission facilities.
Therefore, GAZ-SYSTEM S.A. is striving to implement procedures aimed at ensuring the operation is carried out in a manner that guarantees smooth functioning of the system, with particular emphasis on carrying out works with the use of technologies which reduce gas leakage resulting from maintenance works in the transmission network.
Note: This technical dialogue is not a tender procedure but constitutes a preparatory step for the future procurement procedures.
2. Legal basis
The dialogue is conducted according to Article 31a(1) of the Public Procurement Act of 29 January 2004 (consolidated text: (Dz. U. 2015, item 2164, as amended). Gas Transmission Operator GAZ-SYSTEM S.A. informs about its intention to hold technical dialogue with a view to gathering useful information for the preparation of the present procurement.
3. Object of procurement
he object of the planned procedure will consist in the execution of a contract for the procurement of mobile equipment to be used for forcing gas from / between transmission pipeline(s).
4. Objective
The objective of the technical dialogue is to enable the Contracting Entity to get to know the best, most advantageous and latest solutions and technical achievements, be it technological or organisational, available on the suppliers' market for machines and equipment for forcing gas, as well as to compare the requirements of the Contracting Entity with the equipment available on the market.
The information to be provided by the Participants of the technical dialogue will be used by Gas Transmission Operator GAZ-SYSTEM S.A. in the definition of the object of procurement, specifications of the essential terms of contract, and in drafting the related agreement.
In particular, the Contracting Entity will seek to determine what technology solutions are available on the market to address the need of the Contracting Entity, and what parameters described in the attached questionnaire will ensure the best value for money.
We will be grateful, if you, as professionals on the supplier market for this kind of equipment, provided us with information (by filling in the attached questionnaire and/or sharing additional comments), which will allow us to optimise the specification of essential terms of contract (SETC) as well as the procurement process itself, and specifically the verification of contractors, selection of the best bid, etc.
5. Dialogue Participants
The participation in the dialogue is open to all Suppliers interested in obtaining a contract for the supply of mobile equipment to be used for forcing gas from / between transmission pipeline(s), with adequate capabilities to deliver the contract contemplated in this dialogue as well as experience in the supply of materials and equipment referred to above.
The participation in the technical dialogue is tantamount to an unconditional consent by the Participant for the use of the provided information by the Organiser in the contents of the future Specification of Essential Terms of Contract and other documents under the public procurement award procedures.
In case when commercially sensitive information is disclosed, the disclosing party should each time make a reservation as to the confidentiality of such data.
6. Dialogue
In order to take part in the technical dialogue, interested parties should fill in the Questionnaire enclosed to this Notice and return it to the Organiser. Each dialogue Participant may fill in more than one Questionnaire in case of offering multiple types of equipment. Please fill in the questionnaire in a digital form – the hard copy version is not necessary.
The Dialogue Organiser reserves the right to request the Participants of the dialogue to provide clarification and/or additional explanation in writing or orally of their responses provided in the questionnaire.

The information provided by you in the questionnaire will be carefully reviewed and used for the preparation of a tender for the supply of mobile equipment to be used for forcing gas from / between transmission pipeline(s) of Gas Transmission Operator GAZ-SYSTEM S.A.
7. General
a) The Technical Dialogue is conducted in the Polish language.
b) The Organiser of the dialogue does not envisage any remuneration for the parties taking part in the procedure.
c) The dialogue is held in a manner that ensures fair competition and equal treatment of potential contractors and solutions offered by them.
