GAZ-SYSTEM S.A. in ENTSOG – the new European Network of Transmission System Operators for Gas organisation
The Operators of European transmission systems, including GAZ-SYSTEM S.A., have established a new organisation – the European Network of Transmission System Operators for Gas (ENTSOG), which has become a milestone in the implementation of legislation concerning the internal EU energy market concluded in the “Third Energy Package”.
ENTSOG was created pursuant to Regulation (EC) No. 715/2009 of the European Parliament and of the Council of 13 July 2009 on conditions for access to the natural gas transmission networks. GAZ-SYSTEM S.A. along with Transmission System Operator’s (TSOs) from the European Union will cooperate within the newly created organisation to promote the completion and functioning of the internal market and cross-border trade for gas and to ensure the optimal management, coordinated operation and sound technical evolution of the European natural gas transmission network.
The objective of ENTSOG will also be to elaborate network codes in the areas defined in the above Regulation. They will include: network security and reliability, network connections, third-party access, data exchange and settlement, interoperability, capacity allocation and congestion management, commercial exchange, transparency, balancing, as well as operational procedures in an emergency.
ENTSOG will, among others, implement the non-binding pan European Ten Year Network Development Plan (YNDP) along with the European supply and demand adequacy report (every two years), guidelines on the coordination of technical cooperation between Community and third country transmission system operators, as well as a regional investment plan (every 2 years).
While preparing the network codes, the draft network development plan and the annual work programme, ENTSOG will consult extensively, in an open and transparent manner, with all the appropriate market participants.
The headquarters of the European Network of Transmission System Operators for Gas is in Brussels. At present, it comprises 31 members from 21 countries. Vittorio Musazzi from Snam Rete Gas was appointed the General Manager of the new organisation.
