60 companies interested in building the gasport in Świnoujście
60 companies from all over the world took part in the conference for potential contractors for liquefied natural gas (LNG) terminal in Świnoujście. Polskie LNG, the company responsible for building the gasport, was the organiser of the conference, which was held on September 2nd, 2009 in Warsaw.Representatives of the companies interested in taking part in the procedure announced in August this year and aimed at selection of General Contractor of the investment as well as investment supervision contractor, attended the conference. Among participants there were, inter alia, companies from Spain, Italy, Japan, Korea, Canada, Belgium, France, United Kingdom, and Poland. – Construction of this LNG terminal is the first such investment not only in Poland, but also in our part of Europe – informs Zbigniew Rapciak, President of the Management Board of Polskie LNG Sp. z o.o. – Thanks to the construction of gasport we will be able to off-take natural gas from virtually every world’s direction, and ensuring diversification of delivery sources will contribute to increase energy security of our country – he adds.The purpose of the conference was to familiarise potential contractors with the project of LNG re-gasification terminal construction as well as with ‘Regulations on granting orders in relation to preparation, execution and financing of the investment in the scope of LNG terminal’. During the conference, representatives of Polskie LNG company presented in detail the requirements the general contractor of the investment and investment supervisor should comply with. Guidelines to documents submitted in the course of the procedurewere also distributed. A substantial participation of the representatives of construction, consulting and project companies from all over the world is a proof of great interest in participation in the procedure of selection of the contractor for the LNG terminal in Świnoujście. Conclusion of the agreement with the Contractor is planned in mid-2010. ***Within last three months, a number of key tasks connected with the construction of LNG terminal in Świnoujście was realised.On June 23rd, 2009, the procedure of rendering available the LNG terminal (so-called open season procedure) was launched, during which companies interested in re-gasification (the process of changing the liquefied gas back into gaseous form), may submit their demand for such a service. On July 15th, 2009, the construction permit for LNG terminal was issued, and it is already legally valid. On August 6th, 2009, Polskie LNG company announced the procedure of selection of General Contractor for the investment, while on August 18th, 2009, the procedure of selection of contractor for LNG terminal supervision service was announced. On August 20th, 2008, the agreement on cooperation between Polskie LNG Sp. z o.o., Gas Transmission Operator GAZ-SYSTEM S.A., Maritime Office in Szczecin and Szczecin and Świnoujście Seaports Authority was concluded. The agreement determines rules of cooperation between the parties and especially material scopes and schedules of particular projects comprising the gasport construction. Their realisation will make it possible to commission the LNG terminal in Świnoujście in June 2014.On August 21st, 2009, the agreement with the bank PKO BP S.A. was concluded. The bank was entrusted with the function of co-ordinator of the first stage of financing the investment by commercial banks. The LNG terminal shall be built in Świnoujście, on the right bank of Świna river
in Warszów district, on the terrain long earmarked for development of the port. The area of the investment amounts to approx. 40 ha. The launch of construction work is scheduled for mid-2010. The terminal will allow to off-take up to 5 billion m3 of natural gas yearly. Depending on the increase of the gas demand it will be possible to expand the terminal up to 7.5 billion m3 without necessity to expand the terrain on which it shall be arisen. Two tanks with the capacity of 160 thousand m3 are planned to be build at the LNG terminal in Świnoujście. The construction of the LNG terminal is connected with substantial extension
of the transmission network, executed by the Gas Transmission Operator GAZ-SYSTEM SA.
In the north-west region of Poland, the Świnoujście-Szczecin, Szczecin-Gdańsk, Szczecin-Lwówek pipelines will be erected, making it possible to improve the gas transmission safety and enabling development of commercial entities who base their operations on the natural gas utilisation. The Polskie LNG sp. z o.o., owned by the Gas Transmission Operator GAZ-SYSTEM S.A. is a special purpose vehicle established to build the LNG terminal.
