GAZ-SYSTEM and GTSOU launch incremental capacity project consultations on the Poland-Ukraine interconnection

Gas Transmission System Operators of Poland and Ukraine, namely GAZ-SYSTEM and Gas Transmission System Operator of Ukraine (GTSOU), have launched public consultations on the incremental capacity project for the transmission systems of both countries.

The consultations are conducted in accordance with Commission Regulation (EU) 2017/459 (CAM NC), which sets out the rules for allocating transmission capacity in European gas systems.

The incremental capacity project was developed in response to non-binding demand indications collected as part of a market screening conducted between 7 July and 1 September 2025. Those indications confirmed market participants' interest in additional transmission capacity on the Poland-Ukraine interconnection.

The consultation document includes primarily:
  • a description of the incremental capacity project and proposed technical solutions,
  • a preliminary estimate of the investment costs,
  • an indicative schedule,
  • offered capacity at Poland - Ukraine border,
  • general terms and conditions for participation in the auction and access to incremental capacity, as required by both operators as part of the yearly product.
The users interested in participation in the procedure are invited to submit comments on the project as well as the terms and conditions of the consultations by 27 February 2026. 

What is incremental capacity?
Incremental capacity is a procedure allowing transmission system operators to verify whether the actual demand for additional transmission capacity exists on the market prior to making costly investments in infrastructure. The process involves gathering all reported signs of interest from market users and performing an analysis of technical possibility and economic viability of capacity increase, in close cooperation between operators on both sides of the border. Only upon confirmation of a robust demand and a positive economic test result will it be possible to make a decision on the implementation of the investment project.
