Consultations of the Reference Price Methodology for the Entry-Exit System in 2027-2031

GAZ-SYSTEM published Consultation Document for the Entry-Exit system in the territory of the Republic of Poland in 2027-2031 covering both the National Transmission System (NTS) and the Transit Gas Pipeline System (SGT).

The publication follows the requirements set out in Commission Regulation (EU) 2017/460 establishing a network code on harmonised transmission tariff structures for gas (TAR NC) and the decision of the President of the Energy Regulatory Office (ERO) of 16 July 2018 designating GAZ-SYSTEM as the entity in charge of conducting periodic consultations pursuant to Article 26 of the TAR NC. 

Numerous benefits of a single system
According to the published document, GAZ-SYSTEM intends to combine the two separate entry-exit systems (the National Transmission System and the Transit Gas Pipeline System) into a single entry-exit system for the entire territory of the Republic of Poland. For this reason, the published consultation document contains description of a uniform reference price methodology dedicated to both the NTS network and the transit SGT network combined into a single entry-exit system in the Republic of Poland. 

Taking into account the considerations of the present natural gas market and geopolitical situation in Europe, SGT is a pipeline within gas transmission route connecting the German transmission system (via the interconnection point Mallnow) and Polish National Transmission System. Currently, market participants intending to order natural gas transmission services via the interconnection point Mallnow are obliged to cover the costs of gas transmission via SGT in addition to the costs associated with transmission services provided in Germany and by the Polish NTS. This also entails the requirement to conclude separate transmission agreements for NTS and SGT, as well as capacity booking and nominations at the Point of Interconnection integrating the NTS and SGT networks.

The establishment of a single PL Entry-Exit System will not only streamline the submission procedure for transmission capacity orders placed by market participants in Poland but will also reduce the costs of transmission services between Poland and Germany via the interconnection point Mallnow.
