GAZ-SYSTEM completed market screening process concerning the increased regasification capacity of the FSRU Terminal

The market screening procedure involved fourteen domestic and foreign companies. The reported demand in 2031–2032 exceeded almost four-fold the planned capacity of the second FSRU (Floating Storage Regasification Unit) designed to regasify up to 4.5 bcm of gaseous fuel per year. Almost half of the regasified LNG would be exported to Ukraine, Slovakia, the Czech Republic and Lithuania. The estimated export volume ranges from 6.9 to 8.9 billion m3, but it is expected to decrease to approx. 2.6 billion m3/year over the coming decades.

The FSRU project is one of the elements of the GAZ-SYSTEM strategy aimed at increasing Poland's energy security and strengthening the integration of gas markets in the Central and Eastern Europe.
 

- Poland is consistently strengthening its energy security by diversifying gas supply sources and developing its transmission infrastructure. Our principal objective is to develop the potential of the national transmission system and create a strong regional gas hub which will render Poland a stable focal point for energy in Central Europe. This approach guarantees that in times of global challenges, we will remain a strong, secure and fully energy-independent country, said Wojciech Wrochna, Government Plenipotentiary for Strategic Energy Infrastructure. 

- The results of this preliminary survey confirm the increasing importance of LNG in diversification of supply sources and meeting the market demand for gas in Poland, as well as the entire Central and Eastern European region. It is also a clear message that the market dialogue concerning the increase of regasification capacity of the LNG Terminal in Gdańsk shall continue. Therefore, we are preparing for a binding Open Season procedure planned in the first quarter of 2026, added Sławomir Hinc, President of the Management Board of GAZ-SYSTEM. 

Open Season market screening process 
The procedure lasted from 1st to 30th September 2025. The participants could express their interest in booking regasification services that will be offered once the FSRU Terminal is put into service. They could also specify whether they plan to re-export gas via cross-border interconnections with Lithuania, Ukraine, Slovakia, the Czech Republic, Denmark and Germany. Market participants were also requested to propose the terms and conditions that would be useful in the preparation of the subsequent, binding Open Season procedure.

Conclusions from the Open Season procedure 
Most participants were interested in long-term regasification services – from 2028 to 2048. Many indicated the early 2030s as the optimum period for the commencement of LNG supplies. In addition, potential users had the opportunity to specify their preferred service model. The vast majority of participants chose a package service including berthing, unloading, regasification process with the possibility of sharing the allocated contracted capacity between users within a single slot or within different slots throughout the year on the basis of a bilateral agreement.

Follow-up 
The declarations provided by market participants will serve as a basis for a binding Open Season procedure for the second FSRU Terminal. GAZ-SYSTEM is currently in consultation with the companies that have expressed preliminary interest and is developing an optimum service model considering suggestions received from the market.

The overall objective of the FSRU 2 Open Season procedure is to confirm actual demand based on the binding orders for regasification services submitted by participants. The procedure is planned to be launched in the first quarter of 2026.

The FSRU Program is currently one of the most important gas infrastructure projects in Poland enhancing the flexibility and security of the transmission system. Its primary purpose is to develop infrastructure enabling the import of additional volumes of liquefied natural gas delivered by sea (LNG), its regasification and sendout via the National Gas Transmission System.

In the offshore part, the Program envisages the floating FSRU (Floating Storage Regasification Unit) located in the Gulf of Gdańsk, i.e. a permanently moored vessel designed for LNG unloading, process storage and regasification, as well as providing additional services, the construction of an unloading platform, and approx. 3 km of offshore gas pipeline connecting the Terminal with the national transmission network. The FSRU terminal is designed to receive min. 6.1 billion Nm3 of gas per year. 

Onshore, the project provides for the construction of approximately 250 km of gas pipelines from Gdańsk to Gustorzyn. 

Currently, the progress on all Program components - both offshore and onshore - is advanced. The technological start-up and commissioning of the LNG Terminal are planned in early 2028.

The Open Season procedure is a formal process conducted to assess market interest in capacity booking of the newly planned or expanded gas infrastructure. The procedure is divided into two phases. The first phase consists in preliminary market screening during which interested parties submit non-binding declarations of demand. Its purpose is to assess the potential market demand. In the second phase, market participants submit binding capacity booking applications with the commitment to sign a transmission contract following the capacity allocation to individual market participants by the transmission system operator.
