Commission Regulation (EU) 2015/703 of 30 April 2015 establishing a network code on interoperability and data exchange rules is applicable as from 1 May 2016 (the INT NC). ENTSOG has accepted the EC invitation to carry out an impact analysis and subsequently draft an amendment to the INT NC in conjunction with the CEN standard EN 16726:2015.
Standard EN 16726:2015 “Gas Infrastructure – Quality of gas – Group H” (the standard) has been formally approved by CEN in 2015 and has been announced to national standardization bodies.
European Commission foresees making the standard EN 16726:2015 legally binding in EU through INT NC. Therefore, ENTSOG is going to prepare a detailed analysis – on the entire gas value chain in all relevant Member States, which will lead to proposal of INT NC amendment and subsequently will be submitted to ACER by 30 June 2017.
Having regard to the above and underlying that transmission system operator does not have the required knowledge and expertise in whole requested scope of activity, we are kindly informing you about the public consultations that are ongoing under ENTSOG umbrellaand at the same time we encourage you to take part in the public consultations. Input that will be gathered is going to be the basis for ENTSOG analysis to draft four scenarios of implementing the standard into the INT NC.
The public consultation has started on 4 May 2016 and will be open until 15 July 2016.
ENTSOG foresees to organize a workshop in September 2016, where the preliminary analysis, based on the input from public consultations will be presented.
