The development plan for the Transit Gas Pipeline System for 2027–2036 approved

The President of the Energy Regulatory Office (URE) has approved the National Ten-Year Network Development Plan (TYNDP – Part B) for 2027–2036 for the Polish section of the Yamal–Europe Transit Gas Pipeline System (SGT). The document outlines the expansion roadmap for the infrastructure operated independently by GAZ-SYSTEM. The approved plan encompasses the 2027–2028 timeframe.

he TYNDP primarily aims to maintain the existing west–east transmission capacity of the SGT and to adapt its technical assets to operate in the new configuration following the segregation under the entrustment agreement for the years 2023–2068.

A primary objective is to advance the segregation of the entrusted SGT infrastructure   from assets excluded from the scope of entrustment. Additionally, the approved framework involves comprehensive modernization and overhaul initiatives of SGT infrastructure, metering systems, communication and control architecture. This approach guarantees the safety, uninterrupted provision, and operational reliability of gas transmission services.

A pivotal shift in managing the SGT assets will occur in 2027, when the National Transmission System (NTS) and the Transit Gas Pipeline System will merge into a single balancing area with a unified tariff starting in 2027. This structural integration is to serve as the baseline for all upcoming SGT asset utilization forecasts and drawing up operational strategies.
 

What is the National Ten-Year Network Development Plan?

The National Ten-Year Network Development Plan constitutes an official strategic framework prepared by GAZ-SYSTEM in accordance with Article 16 of the Energy Law, with a view to meeting current and future demand for gaseous fuels. The strategic framework encompasses a ten-year planning horizon.

The TYNDP is drawn up separately for:
  • the National Transmission System – Part A, updated every two years,
  • the Transit Gas Pipeline System – Part B, updated and submitted annually to the President of the Energy Regulatory Office (URE) for approval.
Part B of the TYNDP for 2027–2036 covers exclusively the Transit Gas Pipeline System infrastructure. The plan approved by the President of the Energy Regulatory Office (URE) refers to the period of 2027–2028. 
 

GAZ-SYSTEM as the SGT operator

GAZ-SYSTEM has been officially designated as the independent operator of the Transit Gas Pipeline System pursuant to the regulatory decision issued by the President of the Energy Regulatory Office (URE). The rules governing the performance of the SGT operator’s functions are set out in the Entrustment Agreement for 2023–2068, the terms and conditions of which were established by a decision of the President of the Energy Regulatory Office (URE) dated 29 August 2022. 


Consultations on the TYNDP 2027–2036  

The draft National Ten-Year Network Development Plan for 2027–2036 (Part B) was subject to consultation with transmission system users and other stakeholders in accordance with Article 16(15) of the Energy Law.

Part B of the draft TYNDP 2027–2036 was officially published on GAZ-SYSTEM website on 2 April 2026, and the consultation process was concluded on 23 April 2026.
